Yes, you can cancel. However, you will still owe the insurer for dates of coverage since the policy was activated. You also may owe a cancellation fee in some instances.

Yes, but if the policy inception date has passed, you still owe for the portion of the policy period where you were insured.

You can cancel any policy at any time. If it is not in effect you do not have to pay anything. If it is in effect, you will pay a pro rated charge.

Sure, but you might still owe money if you requested it bound. Ask about the Minimum Earned Premium.
Without knowing the type of insurance, I cannot say whether you can cancel without any monetary penalty, but you can always cancel.
