Just a follow-up, they were sending my sign-up information to the wrong address(2 times) so I had no idea if I would be insured or not. That's why I kept my old coverage in place.

Where did they get the incorrect address?
Ultimately, what is "back-pay?" Do you mean pay them for the coverage retroactively?

Yes. They are required to charge you for every month that you were insured, even if you didn't know it and didn't have any information.
