My wife is a self employed recruitment consultant (no employees) working from home, supplying only permanent staff to a handful of clients. Candidates are not interviewed on site.

NO in the UK, If no one walks through the door to see her ,then there is no reason for anyone to have an accident in your home --- is there?

It's always a good idea to do so.
Even if you are running a low risk business, you can be blind-sided by a lawsuit for even the most seemingly inane or capricious reasons. Having liability insurance assures you that you will be able to afford to defend yourself even if the claims are baseless.
One of the key features of liability insurance is that the insurance company commits to cover the cost of defending any claims. In most if not all cases, this is over and above the coverage limits of the policy and has no limits at all.

Public liability, potentially cyber liability, workers compensation...
I insure consulting/staffing firms...from 100 staff down to one. I am in the US and don't solicit from this site anyway, so don't contact me for assistance. Contact a local agent, keep calling until you get one that understands the business. There is a lot that goes into this; who pays your wife and who pays the people she places? Does all of the money come through her "company?"
