My son has never been able to use his Obama health ins. because he has a 2000. deductiable. He has to scratch every month just to pay bills.?

All legitimate health insurance in the USA is governed by the Affordable Care Act (nicknamed Obamacare). It is not a specific type of insurance
Health insurance never covers every stitch and sniffle, just like auto insurance doesn't cover every scratch and bump.
But health insurance does lower the cost of treatment, so if the doctor charges is $150, he may only have to pay $75.
If he wants to reduce his bills, he can increase his deductible. If he has a major medical problem he can then make payment arrangements with the doctor/hospital.

No such thing as "Obama health insurance." There is only "health insurance." You can get "health insurance" on your own or through your employer. But, there is no Obama-brand insurance. There is a law that uses that as a nickname, "Obamacare," but it is only a nickname for the law. It is not a specific kind of insurance.
You didn't really ask a question, but I figured I'd at least help you out a little.

If he's young & healthy, he could think about dropping it, and just pay the penalty. Obama Care is mostly a rip off for the young & struggling. And a gift to the old & sickly.

Your son could do what I do: get one of the ACA plans that are dirt cheap that allow a health savings account. The deductible will be way higher than 2K.
The money in the health savings account is tax deductible, and can be used to pay medical expenses not covered by the insurance.
