Everywhere in America is in a Flood Zone, its just whether you are in a Special Flood Hazard Area or not when discussing requirements for insurance per your mortgage.
As it pertains to your question, you are in a flood zone, so the whole question is null. Standard homeowners policies never cover flood damage...period.

you can file any claim you want, whether it will be covered by the insurance is a matter of your insurance coverage
normally even in an area not known to be a flood area, you would need flood coverage for the insurance to pay for it

Flooding is never covered under homeowner's insurance. The problem arises when people look at a FIRM flood zone map and see that the property is in an area outside of the 100-year flood zone and think they're safe. There is NO SUCH THING as a home not being in a flood zone. Even areas outside of a the 500-year flood zone can flood, and if that does happen, you're not covered if you don't buy flood insurance. Such insurance would be very, very cheap because of the very low risk. But very low risk does not mean NO risk.

If your home is in the United States and there is flood damage, then you cannot file a claim with regular homeowner's insurance. Regular homeowner's insurance does not cover flood damage anywhere in the United States of America.
Flood insurance is the only type of insurance that covers flood damage anywhere in the U.S.

No, you MUST have flood insurance to be covered for flood damage.
The flood plain requirement for flood insurance is a common lender requirement if the property is located in a 100 year flood plain.
With few exceptions, you can get flood insurance anywhere, even outside of a 100 year flood plain. Outside of a flood plain, the coverage is fairly inexpensive.

All homeowners policies exclude flood damages. To be covered for flood, you need to purchase a flood policy.
The biggest problem in TX, is that many of the homeowners who lost their homes, did not have flood insurance, since most of them did not live in a flood zone, so was not required.
