Basically, liability insurance protects you (and the apartment building) against large payouts if someone should get injured in your apartment (i.e., tripping on a loose rug and breaking a leg). They want the coverage to be at least $100,000. You will also have to call the electric company before you move in and get the electricity turned on and an account set up under your name. You will probably have to make a deposit for this service (it varies by company).

Renters insurance, pretty easy to get online or from a local agent.
Electrical account number is just a number with the electric company, showing that you are signed up to take over payments on the unit's account.

why dont you ask the people who are renting it out?

It is requiring that you get a renters policy with a minimum liability coverage of $100,000. The electric account number is where they automatically withdraw the rent from your Bank Account.
