Whether they're on the account or a beneficiary has no bearing whatsoever. If they're your spouse or children, then you can use your HSA funds for their qualified expenses...even if they're covered under a different plan.
You can't use it on siblings, parents, cousins, or any other family member....and avoid the penalty that is.

You can use your HSA funds for any tax dependent family member, even if they're not on the HSA plan.

See IRS publication 969.
Includes you, your spouse, dependent children, a child claimed by a divorced spouse and special cases where you could have claimed someone as a dependent, but they filed MFJ and/or had income of more than $4050 in 2017.
If the family member does NOT qualify, any use of the money on their expenses is an unqualified distribution, subject to income tax and a 20% penalty.
