I was on my dad's health insurance til I turned 26 in June of 2017 (6 months without it. I was unemployed from January 2017 to August 2017. Worked at a job in September but quit to join a new job in October, quit and worked a new job in November but got let go cause it was seasonal on January 5 2018. I know nothing bout this insurance stuff and now I find out I got to pay 695 in fines for not having insurance? What the heck!
Also if you can please answer this. My brother position got downsize so he had to quit and find a new job so between that time he had no insurance in those 4 months. Does he pay too?

The fine is based on your income. All you list is the jobs that you held not your income.
You are allowed to be without insurance for 3 months during the year. If you are without insurance for 4 or more months, you owe the penalty for every month you were without coverage.
- for you, that's 6 months
- for your brother, that's 9 months.
California has very inexpensive catastrophe plans. These are plans for individuals who are under 30 years old and only want coverage for accidents and major illnesses. The deadline to purchase coverage in California for 2018 is Jan 31. You need to look into buying this type of plan.
Also, stop being a job hopper. Your employer might provide coverage, if you stay at a job more than 15 minutes.

You wont be fined anymore. The individual mandate has been eliminated.
