I dont know what working papers means. Are you under age? If so your parents are responsible for health care. Otherwise, go to a clinic like St. Vincent's on W. 12th or Roosevelt-St Lukes uptown for health care at low cost. Many such places in Manhattan. If you are healthy you dont have to buy insurance. The mandate was struck down. If you want insurance look at the NY state insurance exchange under the ACA.
