At the very least, it's required to get a certificate of occupancy to you'd have to have it anyway.

Nope...but its too parties and they need to agree to the contract. If you don't permit the inspection, they have no obligation to offer you coverage.
Its not an issue of a law about this one...
Since the insurance company could end up on the line for your tenants' possible exposure to lead paint, they would be stupid not to require unless the building was previously certified by your state/city as lead free.
