IF you have PROOF the neighbor caused the flooding, the neighbor is liable.
That said, actually collecting can be difficult.
1. You have to prove to the satisfaction of his insurance company if he has insurance that covers the issue, or the court, that he is liable.
2. If you actually win a judgement, and his insurance doen't cover it, there is no guarantee he is CAPABLE of paying for the damages.

How did you neighbor cause it? If he was negligent ask him to pay the damages. If he refuses speak to an attorney.

Prove in a civil lawsuit that your neighbor's negligence was the reason for the water damage. If you win, if the neighbor has liability insurance, any necessary repairs should be covered and any personal property that is destroyed will be covered for its depreciated value at the time of the loss, not at its replacement cost. If a 5-year old TV was ruined, you get what a 5-year old TV is worth, not a new TV.
If the neighbor has no insurance coverage, you can still win your lawsuit. You would be awarded a money judgment against the neighbor. You might find it difficult to collect.

Flooded by neighbor - explain that. If its really their fault, you can file a claim with their homeowners insurance.

If your neighbor was negligent, causing the flooding, then sue them. If they were not negligent and it was caused in some other way - heavy rain, land erosion, etc. then tough luck - you are stuck with the clean up costs yourself.

Your neighbor cannot "flood" your house...so what happened? Flood is a very specific thing when discussing insurance...
I get the feeling you live in a duplex or apartment and the unit upstairs had some sort of water issue (burst pipe most likely). As such, your upstairs neighbor has almost no chance of being found negligent...so you are on your own.
If you have no homeowners insurance, then good for you...all that money you saved can be used to purchase new furniture...

Your options are to either pay for the repairs yourself, or try to get your neighbor to pay for them.
Whether or not your neighbor (or their insurance) pays for repairs to your property would depend on whether or not they did something negligent to cause the flooding.
