"Collapse" is generally a covered loss on homeowners policies, if no exclusions apply.
It would have helped if you had provided some detail.

If you have house insurance and personal belongings where damaged, you should have every right to make a claim! You might have a fight on your hands though. They don't usually like to pay out.

Insurance company payouts aren't taxable, if you're talking about claiming on your taxes.
Collapse, without another cause of loss, like fire, is not covered. Rot, neglect, etc, none of that is covered.
