No. See, the rates are set by the National Flood Insurance Plan. If you have the same coverages, and get 20 quotes, they should all be identical.

IN the US, ALL flood insurance is controlled by the Federal government. There is ONLY one rate available to you.

Contact local insurance agents, this is why they exist.
Generally speaking though, assuming your are in a Special Flood Hazard Area (SFHA for short), your lender is requiring you to have coverage...just like fire insurance. Its required in these areas since the risk of flood is higher... Given that you are in an SFHA and the private carriers aren't as interested in taking those, you realistically only have one option...FEMA. They back the National Flood Insurance Program, but use regular companies (like Travelers, Hartford, etc) as front companies; they handle all of the work, but the Federal Government is on the line for claims. So, no matter the name on the policy, its all written through the federal government (other than private flood...which wouldn't work for you anyway).
You might want to consider obtaining an elevation certificate, but the local agent you call can explain this.

If you are being forced to get flood insurance, then the mortgage company has to approve of the policy. There is no cheap involved. Mine is over $3000.00 a year. Been here twenty years, the house has been here 40 years, never had any issue with flooding. Even during the three century storms that hit in the mid 90's. You want elevation surveys done, you want to challenge the flood plain and zone now, up front. Cost you a couple of bucks but might save you thousands over time.

Flood insurance is backed by the federal government, who also sets the rates.
If you want cheaper coverage the only way to do that is to get less coverage. However, you can't go below limits set by the mortgage company.
Your current homeowners policy is the place to get the coverage, or if you don't own the home yet whichever company you get to do the home policy will be the place to get the coverage. Insurance companies do not sell stand alone coverage; it's always through your home insurance company.

There is only 1 provider of flood insurance...the US government. Hence nothing to recommend.
