Who de-activated your insurance? Are we talking about health insurance, auto insurance???
If you are paying your premiums...there is no reason the policy shouldn't be active...

If I had to guess the 2 checks were due to an auto accident. You probably filed a claim on (your) insurance to fix your car and also filed a claim with the (other) insurance company.
So when the (other) insurance company sent you a check, you used part of that money to pay your deductible on your own insurance and then used the balance and spent it on other things/bills.
So, later your insurance company subrogated against the other company to collect back what your insurance paid plus your deductible, only to be told by the other company, we paid your policyholder, thus they could not collect.
No, you can’t collect from both, it is an either/or of one company. So you will owe your insurance the balance of the payment you received from the other insurance company.
Your policy is either active or not.

you received a check from some insurance company - auto, home, renters, ?????
and you were supposed to "turn it in" to ???
